Introduction
Transport research in Romania is supported by the National Plan for Research-Development and Innovation (PNCDI). The PNCDI for the period 2007-2013 (National Plan II - NP II) is the main instrument by which the National Authority for Scientific Research (NASR) is implementing the National Strategy for R&D and Innovation. Overall aims of NP II are to develop science and technology in order to increase the economic competitiveness, to improve social quality and to enhance the knowledge with potential to be valorised and to sustain further expansion.
The six programmes of NP II are:
- Human resources,
- Capacities,
- Ideas,
- Partnerships in priority S&T domains,
- Innovation, and
- Sustaining institutional performance.
While some of these programmes are focused on goals such as capacity-building across all sectors, the programme "Partnerships in priority S&T (science and technology) domains" - the largest programme within NP II, focuses on creating conditions for better collaboration between the different R&D entities, companies and/or public administrations, in order to offer solutions for issues within research areas. Transport is included in several action lines of this programme.
The national transport research programmes are financed, in principal, by the state budget, through the National Authority for Scientific Research within the Ministry of Education and Research (for PNCDI programmes). These programmes are conducted by national research institutes, academic institutes, and private enterprises which undertake research and development activities.
Key research providers include the Polytechnic University of Bucharest (faculties of Transport and of Power Engineering) and the public transport research institute INCERTRANS.

Programme within the second National Plan for Research, Development and Innovation (Planul National de Cercetare-Dezvoltare, Inovare). The following action lines may include transport projects: Communication and Information Technology; Environment; Innovative materials, processes and products; Space and security; and Socio-economic and humanistic systems. The "Innovative materials, processes and products" action line is the main focus of transport research, with research focusing on innovative products and technologies for transportation and for automotive manufacturing.
Innovation (National Plan II, 2007-2013) / Inovare (Planul National II)
The overall objective of the Innovation Programme is to increase the innovation, technological development and production assimilation capacity of the results of the researchers, in order to improve the competitiveness of the national economy and to improve the quality of life. It supports pre-competitive and competitive research projects, as well as projects for the development of the innovation infrastructure.
Ideas (National Plan II, 2007-2013) / Idei (Planul National II)
Emphasis is on international excellence and visibility, on research at the boundary of knowledge, on interdisciplinarity and complex research in frontier domains and the participation in international networks of excellence.
